Okay I can see what is happening here and its objectively funny but I crave historical context. What event does this image depict?

Basically Caesar was laying siege to the city, so the built the first wall to encircle the city. Then Gauls outside the walls started attacking them and trying to get supplies in, so they built a second set of walls to defend the Roman forces and prevent relief.
It’s not a perfect analogy, it was on the history memes community a couple days ago.
