He literally did.

and here:
Hegseth’s quote:
"“The path of the downed aviator is beset on all sides by the iniquities of the selfish and the tyranny of evil men,” Hegseth said.
"Blessed is he who, in the name of camaraderie and duty, shepherd the lost through the valley of darkness, for he is truly his brother’s keeper and the finder of lost children.
“And I will strike down upon thee with great vengeance and furious anger those who attempt to capture and destroy my brother. And you will know my call sign is Sandy 1 when I lay my vengeance upon thee, and amen,” he added."
The line from Pulp Fiction which is not actually in the bible:
" “The path of the righteous man is beset on all sides by the iniquities of the selfish and the tyranny of evil men. Blessed is he who, in the name of charity and good will, shepherds the weak through the valley of darkness, for he is truly his brother’s keeper and the finder of lost children.
“And I will strike down upon thee with great vengeance and furious anger those who attempt to poison and destroy my brothers. And you will know my name is the Lord when I lay my vengeance upon you.”"
The ACTUAL Ezekiel 25:17 reads:
“17 And I will execute great vengeance upon them with furious rebukes; and they shall know that I am the Lord, when I shall lay my vengeance upon them.”
The additions Hegseth made were completely written for Pulp Fiction, he’s just that stupid.

Read what he actually said which is a line by line lift from Pulp Fiction. He’s too stupid to realize it’s from Pulp Fiction.
Whether or not it’s CSAR 25:17 is not relevant, the original source is, in fact, Pulp Fiction.
