Not really. Consumption in public is technically illegal in the same way that public intox is illegal. You can consume cannabis on private property legally, but pretty much anything public use is still illegal. Also you have to watch out for no-smoking policies on said private property even then. I heard a while back about someone being kicked out of their apartment for smoking weed and they lost in court due to the lease having no smoking provisions.
